2 pc network....XP and Win95 problem-help needed badly

Hi..........I've been trying to get these two networked together for 10 days
now. I could write a book on everything I've tried, which includes every
procedure at every networking site, it seems.
The current problem I've come up with is this: It seems that DHCP in XP is
not automatically assigning an IP address to the 95 machine, as well as
assigning an improper IP address (169.254.117.212) to it's own (lan) NIC,
which from what I've read, it should be doing with ICS installed. I'm getting
 error 32003 in the event viewer....."The Network Address Translator (NAT)
was unable to request an operation of the kernal-mode translation
module"...........which is basically saying that "the public (shared)
connection is waiting for a DHCP assigned IP address". I've got DHCP selected
on 95, and the DHCP service is set on 'automatic' in XP.
As far trying other methods, as someone suggested, I installed the Netbeui
protocol (supposedly the easiest and configures automatically) on both
machines and set it to default on 95. All nessecary items are
installed.....File/Printer Sharing, Client For MS Networks, shares
(drives/folders/printer) selected on both machines. In XP, which is a Dell
8100, it has an integrated 3COM NIC (for the LAN), and an internal Intel DSL
modem for the shared internet connection........a Netgear NIC in 95, with
both connected to a Netgear 5 port switch. All hardware is functioning
normally. I, of course,tried assigning IP addresses manually to
both...........192.168.0.1 and 2/Subnet mask 255.255.255.0.
Neither machine can ping each other....the 95 machine does not list pc1 (XP)
in the network........XP does list pc2 (95) in the network, but it can't be
accessed (message "Network address not found").
>From the command prompt in XP......ipconfig........ethernet local network
card has no IP address or anything else assigned. The same procedure
(winipconfig) in 95, I see that it indicates no ip address,etc. assigned.
Anyway, does anyone have any ideas on this DHCP problem??? Also, in Network
Properties in XP under IP settings, it says 'DHCP Enabled'. I'd be more than
willing to provide any other info that may help!
