Never dial a connection

I am running Windows XP with SP1 and I use a wireless
network. The problem is that under IE's internet
options > connections tab, the option is always changed
from never dial a connection to dial whenever a network
connection is not present whenever I restart the PC even
though I apply the change. Does anybody know how to
ensure that the setting stays to never dial a connection
to prevent annoying dial up boxes?
