Some programs incorrectly think that ICF is enabled if the service
that implements ICF is running. Try this:

1. Go to Start | Run | "services.msc" and disable the ICF/ICS service.
2. Do the installation.
3. Go to Start | Run | "services.msc" and enable the ICF/ICS service.

Are you sure that you need to install software to use the
router/firewall/nat? I've seen those units come with an installation
CD, but I never use the CD.
