cannot change the TCP/IP properties

I am receiving a message that I must enable and configure
a local area connection when attempting to change the
properties of the Internet protocol. My local area
connection is enabled and I can surf the Web and my
network but when I attempt to change my IP address or do
anything with the Internet protocol properties I get the
message you must enable or configure a local area
connection.
