This had been changed by the user so I deleted all keys and imported from a
machine that is working normally.

Now I see the machine on the network but no shares, althouigh C$ and ADMIN$
are now being shared. If I try to connect to the PC I get

I am a Domain Admin, and Domain Admins are part of the local Administrators
group. I checked the Local Security Policy and it is identical to that of a
machine that is working normally.

Any clues on the Logon Failure?
