Computer hangs in about 10 sec increments

My cable modem is problematic. Whenever I downloaded or
uploaded anything, it would make the computer crash &
restart the computer. However, when I raised the cpu
priority of the program that was downloading & uploading,
it stopped crashing.

Now, I have a network installed. The wireless router
shares the internet connection with a laptop. Before,
since it was a specific program that required the bandwith,
I could raise the priority of that program. Now, it seems
that System Idle Process is requiring the bandwith. You
can't raise the priority of System Idle Processes. Every
time I try to download or upload, the computer loses the
internet connection & makes the computer hang every 10
seconds. I mean that it freezes for 10 sec and then is
usable again for 10 sec.

Any suggestions, comments, etc.
