I'm sorry, but ICS doesn't have the ability to block Internet access
by any computers or users.

Here's a way to do what you want: on the computers that you don't want
to have Internet access:

1. Configure the TCP/IP settings manually, assigning an IP address and
subnet mask, but no default gateway.

2. Give the users limited accounts so that they can't change the
TCP/IP settings.

A better solution might be to get a broadband router that lets you
deny Internet access to specific IP addresses.
