Limited accounts are not allowed to write to that folder, although they
should be able to read it. You have to combine the network permissions
with the folder permissions to find out who can access it remotely.
Check the network share permissions to see if Everyone is omitted and
then check the folder permissions to see if "Users" are somehow more
restricted than normal.
Note that this assumes that simple file sharing is disabled.
