Change ips without admin right

The properties of Internet protocol requires administrator right to make the
change. The user needs to change the ips at the supplier's premises while
travelling. I do not want to give all users admin right since there will be
no control and they can modify the pc whatever they want. Can someone
advise me how to configure the OS for power user group to make the change.
