If you want to try to fix the problem, no. Simply disabling many
third-party firewalls doesn't do the trick, they must be uninstalled to test
to see if the firewall is the cause of the problem.

Alternatively you could RTFM that came with your firewall software and try
to muck about and enable F&PS without disabling the firewall but if this
fails you still don't know if it's the firewall or something else broken.
