Are there any relevant messages in Event Viewer? To run it, type
"eventvwr.msc" in the Start | Run box, click OK, and look for System
messages about failed services. For more information, see:

Then, check the dependencies of the ICF/ICS service and see if any of
those services aren't running:

1. Type "services.msc" in the Start | Run box and click OK.

2. Scroll down the list of services.

3. Double click ICF/ICS.

4. Click Dependencies and note the names of the services.

5. Double click each service in the list and see if the service is
started.

6. If it isn't, click Start.
