Unable to install/modify Network Connection Properties

I have XP Professional with all service packs and updates in place on a Dell laptop. I frequently go to different locations and have to change my network settings as not all of the networks I work on have DHCP servers, forcing me to manually set my IP address sometimes.
Today, I was in this situation, but when I went to change my TCP/IP settings, the Connection Properties window shows only one item "Client for Microsoft Networks". I'm used to seeing QOS Scheduler, TCP/IP, and others.
When I try to "Install" a protocol to be able to see and change my TCP/IP properties I get a Stop dialog with the title "Network Connections", a red X, and the message "Could not add the requested component. The error is: The system cannot find the file specified." So, I cannot see or set my TCP/IP properties.
Interestingly enough, I am still able to connect when I am on a DHCP network!
I have tried the following to resolve this issue:
1. Restored to some previous restore points - no joy.
2. Deleted and re-installed the Network device - no joy.
Short of re-installing XP, what are my options to fix this?
