Hi, Bill -

Your web traffic is routed through a proxy server that's
looking for a username and password - or a certificate,
but the certificate thing's kinda unlikely.

If you're on a work domain you need to be logged onto the
network to authenticate to the proxy server - a local
account probably won't get you where you need to be.

If you get this error connecting to a commercial Internet
service provider it might be a good idea to contact your
ISP.
