Internet Connection Sharing missing

I have an XP Pro system which I originally set up
successfully using the XP Firewall and ICS. One day the
other PCs on my small office network were no longer able to
connect to the Internet through this main PC.

On the main PC ICS stopped working. After some
investigation I discovered that the ICS 'section' of the
Internet connection 'advanced' tab is no longer there. I
still have the "Internet Connection Firewall" portion but
the "Internet Connection Sharing" section is gone (i.e. no
checkboxes to enable/disable). The ICF/ICS service is
enabled and running and nothing in any event log.

I tried running the Network Settings Wizard, but in the end
I get the error "An error occurred during configuration of
the network on this computer. You can configure your
network manually, or you can run the wizard again with
different settings". I've tried running the wizard again
without luck. The nsw.log file in %SYSTEMROOT% has the
following info (note the adapter and ICS failures):

Network Setup Wizard Log
Attempting to set computer name
Old computer name is the same as new computer name - not
setting.
Setting server description (comment): Main Office
Attempting to set workgroup name
Workgroup name is the same as the old one - not setting.
Will attempt to share public connection.
Will attempt to firewall public connection.
BCM V.92 56K Modem Shared Public for ICS configuration.
Internet Connection Firewall Enabled on BCM V.92 56K Modem.
ICS Failed to Share Local Area Connection as a Private
connection.
Adapter Configuration for Home Networking failed.
Shared Printer: Microsoft Office Document Image Writer
Shared Printer: hp deskjet 5100 series
Shared Printer: hp deskjet 3820 series

How can I get the ICS settings portion of the advanced tab
to re-appear and get ICS working again?
