XP Slow name resolution

I have a problem whereby when a user who is not a member of the local
administrator or power users group logs onto a machine, name
resolution becomes **extremely** slow.
Log on as a member of the local admin/power user group and you can
ping
via IP and hostname with an instant response.
Log on as a member of the built in users group only and you can ping
via
IP with an instant response however when you ping via hostname it sits
there for about 2 minutes before it gets a response. There is no
packet loss etc.
DNS across the network is fine otherwise and a fresh installation of
XP did not exhibit this problem, however I need to resolve the problem
in on this image as there is software on it that would take weeks to
reconfigure.
Initial logon is always lightning fast, no problems with roaming
profiles etc. just effects internet & outlook gives error exchange
server unavailable.
Any suggestions?
