Router keeps rebooting, why?

2 XP machines. XP Pro has dialup connection and is fixed at
192.168.0.1. The "Use the following DNS Server Addresses: box is
checked, but no address is specified. NetBIOS over TPC/IP is enabled.

XP Home is wireless ICS client and set to get ip automatically and DNS
server from Pro machine. Gateway is set for XP Pro machine.

D-Link Wireless router is set for DNS relay, ip=192.168.0.2. I have
set up static IP's for all machines and DHCP Server and Static DHCP
are both enabled.

Primary problem is that when the XP Home machine is on, the router
keeps rebooting itself. I can access both machines and the dialup
fine.

Secondary problem is when I turn on the XP Home machine it tries to
dial out. What is causing this?

Any help would be appreciated.
