First, don't type in all CAP's. DIFFICULT TO READ AND LOOKS AS THOUGH
YOU ARE SHOUTING! Please don't shout.

The problem could be one or all of:

1. The Router tech's didn't port forward correctly.
2. There is a firewall (software) running on the XP box. Either XP's
built in firewall or 3rd party. Adjust to accept FTP packets, or remove
entirely (since you have another router).
3. The FTP server is not really running yet. Check the service is
turned on. Try accessing it from the XP machine itslef as a test. Try
accessing it from another intenal networked machine as a test.
4. The FTP server has settings, maybe security related, which precludes
  use. Re-check.
5. You've given your collegues the wrong IP address to contact. You
have to give them the external IP address on the network side of the router.
