Mark,
Assuming that you're running XP on both computers, ICS on the host should work
fine for internet service on the other computer.
With the wizard, "This computer connects directly to the internet", and "This
computer provides internet service to other computers" should enable ICS on the
host. "This computer connects to the internet thru a gateway or other computer"
on the other computer.

If that doesn't help, please provide ipconfig information for each computer.
Start - Run - "cmd". Type "ipconfig /all >c:\ipconfig.txt" into the command
window - Open c:\ipconfig.txt in Notepad, copy and paste into your next post.
