System event error: WSAStartup + DHCP problem

A troubled Windows update has led to an inability to find a DHCP server. I have gone through all the recommended troubleshooting steps/solutions where all other local network connections and static IP addresses work -- the problem is with automatice DHCP (and DHCP works fine on all my other computers).

Best clue is that System event is showing an error in the DHCP process saying that WSAStartup will not start because another service failed to load.

I will gladly provide additional information if that will help someone source the issue and solution.
