internet problems

i have tried connecting to the internet via my cable modem
and i can't get any web page and i get the error message
that says to connect to the internet in order to get to
the site.

I tried getting a new modem and it doesn't fix the problem,
and i even tried my laptop on the same modem and i get the
same error.

i tried asking my isp tech guy and he sent me here and i
can't find anything relating to this problem.
