Windows XP Non-Simple File Sharing

When I turn off Simple File Sharing on Windows XP Pro so
that I can set permissions on shares rather than giving
access to everybody, nobody on the network is able to
access the computer doing the sharing any more. These are
Windows 98 Clients in a workgroup configuration, not a
domain. Instead of being shown the contents of the
folder, they are prompted for a password when looking at
the share - when supplied with the password, it is
rejected, even though it is the same as the one supplied
at logon which is the same as for a valid account on the
XP machine. Looking at local security policy, it seems to
hinge on the "Security Model for Local Accounts" setting.
When this is set to Classic, there are all the problems
described above. When set to guest, Simple file sharing
is set again, but folders can be accessed (albeit only if
guest had been granted access to them, otherwise "access
denied"). When the OS is first installed, I fixed this
problem by disabling Simple FS and then clicking the
message about "Windows has disabled access to this
computer as a security measure, to enable it without
using the network setup wizard, click here". For some
reason non-simple FS has stopped working suddenly. How to
I get it working again?
