Network login timing

I manage 70 xp systems networked to a 2003 server. The problem is when
the xp systems are setup with the standard dynamic address for their
individual NIC, they login and logout from the network in seconds.
Because of other operations required within the company, I have had to
replace the dynaic addresses with corresponding static IP addresses as
well as primary and secondary dns entries to each system for Internet
access. Once the static is in place, the network login/logout time goes
to 2-3- minutes !!!
Can anyone shed some light on this problem as my users cannot tolerate
2-3 minutes to login or logout?
