Networking over a proxy server

This is a complicated problem which i will elaborate in
detail as it has baffled me for 5 days.

1. I have an Intel PRO/Wireless LAN 2100 3B Mini PCI
Adapter installed in my laptop.

2. I use the Intel PROset software which comes with it to
connect to the internet via wireless.

3. My friend (he doesn't have a wireless card on his
laptop) and I moved into a hostel which provides Internet
access via LAN. (we both run Windows XP Home, he's on a
Dell, i'm on a Compaq)

4. My friend and I got the cables from our network admin(a
straight through 10Mbps network cable)

5. He plugged one end into his laptop and the other into
the wall outlet.

6. I did the same in my room's outlet.(my network card is
Realtek RTL8139 C+Fast Ethernet NIC)

7. His computer could access the internet straight away
(without enabling proxy in IE and other programmes e.g.
ICQ and Yahoo Messenger).

8. I disabled the Intel Wireless adapter and ran Windows
XP network config wizard.

9. I got this info from the admin on a piece of paper:
INSTALLATION: Workgroup: WURMHEIM
              HTTP-& FTP-Proxy: http://wurm/proxy.pac
(auto config)
              134.60.106.99, Port:3128 (manual config)
              Mailserver (SMTP):wurm.wohnheim.uni-ulm.de

10. after running network config wizard, i need to enable
proxy in all the programmes which need to connect to the
Internet in order for them to work. (exception of Getright
4.5 which can't work even after enabling proxy)

11. I checked his Network status and compared it to mine,
all is the same (Netmask, Gateway, DHCP, DNS etc) except
IP address obviously.

12. I went to his room and plugged into the network using
the outlet in HIS room. I have to have Proxy enabled too.

Problem #1 Why can my friend, who is running on the same
network can access the net without enabling proxy?

Problem #2 The Intel PROset software can't recognise the
Intel Adapter anymore. I have to uninstall and reinstall
the software to be able to use it again.

Problem #3 I reenabled the wireless connection and access
the net (albeit slower and disabling proxy on IE). I ran
network config wizard again (this time without disabling
the wireless card). And now I can't find the computers on
my LAN. Instead it shows only the computers on the
wireless network. I clicked Entire Network and couldn't
find the computers on the LAN. I have to make a search
with the computer name to be able to find the shared
folders and use the option "Add network place".

So the million dollar question is, "How is my friend able
to access the Net without enabling proxy while I can't?"

I really need to know how I can do the same because Yahoo
Messenger doesn't support Webcam while connecting through
Proxy.

I would have just accepted the fact that I must connect to
Net with Proxy enabled, if my friend had to do the same.
