Configure a DUN phone number using vbscript

in windows 2000 i used a vbscript to edit a phonebook file (.pbk) with a phone number to help users use dial up networking without having them go in and modify the DUN settings. (i.e. the script asks them if they need to dial a number to get an outside line and if they are dialing a local number. from the answers to these questions a phone number is written to the phonebook file)
in windows XP i noticed that i can't modify the phonebook file because it is encrypted.
does anyone know of a way to edit a phone number in a phone book file in windows xp without opening up the dial Up connections gui
