ICF/ICS

Please Help! I am having nightmares about my useless
network! Both PCs on peer to peer connection using XP
home. CAN share files and printer but not internet!
Under services in the Admin tools of the control pannel,
ICF/ICS is "started" and on automatic on both PCs. I
keep reading everywhere to disable all firewalls as this
may be the problem. The firewall on my dial up
connection is disables and so is my Norton firewall....IS
this ICF/ICS a firewall???? In any case, I have tried
stopping this service on both PCs in various ways but it
does not help the prob. I don't understand why I can't
ping the host PC but can access its files, but I can.
Have tried disabling all running commands in the msconfig
to attempt to ping host but that does not do it either.
Are there any secret firewalls out there in my hardware?
Does anyone understand this?
