Can user change IP settings with Group Policy Enabled

We have group policy in almost a locked down state, but
the IP's are being changed without an administrative
account doing it. I have ruled out a worm or virus
because the IP has been changed in different ways. There
were no patterns between the computers. Is there a way
for a user to change the computer's IP without
administrative rights?
