slow network

We are using a PC with window 2000 as a file server - when
we try to access files on this PC through network
neighbourhood it can take up to 30 seconds to open a
folder. The client PC's are using windows XP Pro and we
use a simple workgroup with static addresses and a 10m hub.
any suggestions would be gratefully recieved.
