ITunes won't let me burn .mp4a files

About 4-6 months ago, I bought about 14 songs (individually) from
ITunes with a Gift Card I received.
Last night I selected those 14 songs and added them to a playlist.
They playback fine on my PC, but ITunes will not let me burn them to a
CD.
Why are these files apparently 'locked'? I have not bootlegged them
at all. They are tracks I purchased legally.
What can I do to be able to burn those files to a CD again? Do I need
to convert them back to standard .mp3 format? Will I lose audio
quality when doing that?
What utilities to I have to buy to convert an .mp4a to an .mp3
format? Can Windows Media Player rescue me here from this problem
somehow?
fwiw...not sure if this is related to my problem or not, but I have
only completely reloaded WinXP from scratch once in the last year.
