Editing Imported Video

Could anyone explain the mystery as to why when I play or import video that
was recorded on my set top DVD from my set top VCR they playback on my
comuter with a distortion line at the bottom and a 2 inch darkend border on
the right side?
Tapes that I am dubbing to DVD are not copy protected prerecorded, they are
just VHS tapes of old programs and home movies.
If I am only recording television programs with my set top DVD recorder from
the cable line they play and import perfectly into my pc.
Can anyone direct me to a fix for this or know of a solution to this
problem?
I am running Windows XP MCE SPII
The software that I import my DVD's into and with is ArcSoft Showbiz DVD2
Media used is Imation DVD+R and DVD+RW
