Since you used the word *publish* I suspect
that you are running Vista? This newsgroup

I don't have a definite answer for your question but
I can tell you that Movie Maker can have issues
with MPEG files and converting them to .wmv is
usually a viable alternative. Just because a clip
plays successfully in WMP11 is no guarantee
that it will perform 100% in Movie Maker.

The trial version of the following program can
convert .mpeg to .wmv. If the converted files
continue to cause issues...at least you ruled it
out as a possible solution.
