Has it ever worked?
If so, have you recently made any changes to your pc, like installing IE7?
IE7 has caused this for a few people, so revert back to IE6 and test.
Use system restore for any other changes yu have made.

If you don't know if it ever worked before, and you run SP2, check this page

I can open Windows Moviemaker but then I immediately get a message saying
