There is freeware utility that can do this

LSMaker

It is designed to do something specific i.e. do Light Sabers but it can be
sed to do more things than that.

If you are can then you would love AviSynth and VirtualDub both of which can
work together to do a lot of high end video editing.

What I mean by raw AVI file is I would like to edit the avi file its self,
not simply splice it. You where correct in that MicrographX Picture
Publisher was a picture editor, but it did edit avi flles a frame at a
time.
I could frame by frame take out the time date stamp, or correct some
other
video feature frame by frame.

I am looking for a program that will allow me to edit the video part of a
avi file frame by frame, or batch changes to multiple frames.

I am open for suggestions.

As for MicrographX Picture Publisher it seems no longer available... but

references suggest it was a picture editor not a video editor.
