No, but with the correct software you can make a VCD that should play on most DVD players.
Some apps that can create a VCD are:
The retail version of PhotoStory 2... comes with the MS Plus! Super Pack.

Photo Story 3.1 that is included with MS Digital Image Suite 2006.
