You need to use a DVD authoring software such as Nero "Vision" Express,
Ulead Movie Factory, Sonic MyDVD etc.
"Nero Express" is just a DVD/CD burning software and cannot make menus and
chapters for your DVD Video.
Even with the MPEG2 encoding plugin, you will need to use the "Nero Vision
Express".
