audio and video out of sync in preview

Other posts have talked about audio and video being out of sync when burning
to dvd. My audio and video are out of sync from the get go...as soon as I
finish the capture and drop it into the story board. I have tried using the
"other settings" mode and various capture rates but to no avail. Any help?
