You have following options:
* Buy a tool to work directly with MPEG2 files. I know that VideoReDo can
edit MPEG2 without re-encoding and is therefore extremely fast.
* Use Link2 (non-free)
This program is designed to add additional input formats to programs who can
read AVI files. it creates a psuedo AVI file (in seconds) that creates a
link to the original source non-avi fle (e.g. MPEG2). You can import this
AVI file into Windows Movie Maker and do the editing without actual
conversion.

* Or do the above manually: (free) using AviSynth (http://www.avisynth.org/)
and VFAPI reader codec.
