Hi Vickie,
The transition is created by the overlap of the two pictures on the video
track. If you increase the duration of the transition, Movie Maker needs to
move over the second picture to make this happen.
To time your transitions to an exact duration, you can always set the
transition duration in your Options: Go to Tools --> Options, click on the
Advanced tab, and change the transition duration. All new transitions you
add to the timeline after that will be of the new duration that you set.
