They're only available in certain locales as they're not free. Also, you don't really
"create" your own, it's a set of pre-made ones for which you can somewhat customize.
The future versions of Messenger should include the ability to use GIF animations as display
pictures and therefore you can create your own animated display picture that way.

ill be a link to dynamic pictures.. But there is no such link there.
