This is a built-in "feature".
To stop this from happening, download and run the following .reg file:
http://messenger.jonathankay.com/downloads/extfix.reg
Then reboot and this shouldn't bug you again, nor delete your files.

I am trying to receive files from another user over MSN Messenger. The file
is received fine but when I click on "Open" from the Messenger window a
pop-up occurs which says "Windows has deleted this potentially harmful file."
As a result, I cannot receive the file.
I attempted to disable my Windows Firewall temporarily then tried receiving
the file again but it still didn't work and am stuck. Also, don't know if it
will help but I am having trouble receiving audio (mp3) files mainly.
