Is this just on the public .NET Messenger network or a local network like Exchange IM?
If the latter, this is probably do to a local firewall being installed on the computer.
Disengage it and you should be sorted.

I have been using messenger for about 10 years and I've never seen this
problem. I just started a new job and set my boss up to use Windows
Messenger. He was able to log on and add me as a contact. But when he goes to
send me a message, he receives a return message saying it couldn't be sent.
And when I message him from my computer, it looks like it goes through but
nothing shows up on his screen.
Any idea what's happening here? There are no problems on my end, I am able
to message my other contacts with no problem.
