This should work for most Windows applications with a standard title bar...

Use ALT-TAB to select the application.

Then use ALT-SPACE for the Application's Icon menu. It should work even if you can't see it.

Then M for Move (R for restore, N for minimize, s for size, X for maximize).

You will then be able to use the arrow keys to move the window in the direction the arrow on the key points. IF you have animations enabled you might be able to see which direction the window is off the screen with minimize/maximize cycles.
