Answer to your first question: in Windows Live Messenger 8 select Options from the Tools menu. Then select the General tab, and the options you want are at the top.
Other versions of Messenger have similar options under the Options menu.
Answer to your second question: I'm not sure if Messenger tells someone they've been deleted. I use an alternative messaging program which does. Blocking is probably a better alternative to deleting someone, because when you delete them they can still see your online status. Although sometimes some hacks show up that allow you to check if someone's blocked you.
