Losing messages in MSN messenger

There is someone I talk to regularly on MSN and recently about 1/3 of
the messages I send don't get through to them.

How can I identify what the problem is? Is it my connection, their
connection or some sort of packet loss?

It does seem to happen mostly at peak times when my ISP is busy so
could this be involved?
