I have the same problem in reverse. I can start a video call with my son
and I see his picture but he doesn't see mine. I see a video window below
the one coming from him but it's just a webcam icon with a circle with a
slash thru it. When I go into video setup, I see my own picture and it
looks fine. We can hear each others audio fine. He just doesn't see my
picture and I don't think it's going out.

What exactly do you see? Are you sure they have their camera setup
correctly?
Additionally, do you actually make a connection -- "Connection
established" in the status bar of the conversation window?
