The "latest" is 8.1.0168 which is a beta and can be found here:

Although there is speculation that the final release of 8.1 will be available tomorrow, which
may be when you read this.
Both of your links are linking to the last release version, which is 8.0.0812. The filesizes
are different as the setup is different depending on your locale (one includes an optional
music service, etc.).
