If you can still boot into Windows 98 and you're using MSN Messenger 7.0
with it, you can use this tool:
http://www.baisoft.it/msnbackup_english.asp

Otherwise yes you can import them, but it'll require a lot more work. If
you can't boot into Windows 98, which version of Messenger were you using
on there?
