Greetings Andrew,
I'm afraid not -- you'd need to have a local Exchange 2000 IM server or Live Communications
Server to do local messaging.
You might consider third party products for this purpose, like LanTalk:

Is it possible to use Windows Messenger on an internal LAN with Outlook
Exchange address book rather than through internet with a passport?
I have also been trying Netmeeting which I know doesn't seem to be very
popular now but looks good for our purposes. Anyone know whether this can be
set to pick up an Exchange address book also?
Thanks
Andrew
