I think this is a big issue. Since my hotmail account has been deactiviated
and after activiate again, all my email has been DELETED !!!!!

It was a mistake on Microsoft's side earlier at the beginning of the week.
A server was misconfigured with an incorrect setting which then was saved
in the registry on clients when they attempted to sign in. The .reg file
just removes this setting therefore allowing you to sign back in.

What is causing the problem with live not letting a lot of us signing in?

did download and run the .reg file that was offered and it fixed it for
me,
but for how long? Why is this happening? I use live messenger to talk to
my
family that is stationed all around Europe.
