Greetings Nicci,
In Windows Live Messenger you should be able to change them in the Options dialog where
you've already found them. Just click the one you want to change, choose Browse and then
choose the one you want.
I assume from what you're saying is that they're grayed out?

gone to tools-options-alerts and sounds, but its not highlighted and i cannot
choose. i also went into start-control panel-sounds, and tried it from there
but im having no luck with that! is there a way around it?
