More than likely your company is blocking it. Have you tried using
http://webmessenger.msn.com and seeing what happens there?

Hi i work for a large company and run windows exchange messenger so i can
chat too all internal staff. However i want to be able to run my personal
messenger but cannot get it to run, im trying to use windows live messenger
and when trying to sign in get the error '80070193' Im guessing this is
because of firewalls etc, is there anyway of getting past this!.... Any help
would be greatly appreciated!
